This option is available when for locating a point you specify a cylindrical surface the axis of which coincides with the Z axis of the point coordinate system.
Set the A and Z coordinates in the Coordinates field on the Parameter Panel.

If a model does not have a coordinate system whose Z axis coincides with the axis of the selected cylindrical surface, you can create it, without leaving the process of building a point. |
