To fix coordinates of defining points of geometric objects, use the Fix a point 
command.
Step-by-step instructions
1.Specify an object’s characteristic point to be fixed.
The Fixed Point constraint will be applied to the object.
2.To complete the command, click Finish

Constraint Fixed Point can automatically arise during the construction of objects in parametric mode. For this, the Setting up the parametric mode in the list Parameterize the option Snaps must be enabled. The constraint will appear when you enter an object’s characteristic point which coincides with the origin of the local coordinate system using the snap Nearest point.
Constraints are displayed in the graphic area in the constraint display mode. The fixed point is marked by an icon
