Creating a new layer |

To create a new layer in the current view of a drawing or in a tile, do the following actions.
1.While working with a drawing, make the view a current one, which you need to add a layer to. That is not required in a fragment, since there are no views in it.
2.Click New Layer 
in the header of the Drawing/Fragment Design Tree.
In the list of layers (of a fragment/selected view), a new layer will appear.
Note that the new layer does not become current. You can also make the created layer current or edit its other parameters.
