Coincidence of centers of geometric objects is established using the Concentricity 
command.
Step-by-step instructions
1.Specify the first and the second object you want to set with coinciding centers. The objects may be circles, ellipses, circular arcs, elliptical arcs. One of the objects may be a point or an object’s characteristic point.
If the parameterized point coincides with another object’s characteristic point (you cannot exactly select this point as it is snapped to another object’s point), then you can first specify the object to which the point belongs and after this the point itself. To do this, click the Specify the object first, and then its point 
on the Parameter Panel. Select the required object and specify its characteristic point.

When working with a drawing please note that all the parameterized objects must belong to the same view. |
If the existing links and constraints do not prevent coincidence of the specified objects' centers, then the image will be rebuilt, and after that centers of these objects will become coincident. Constraints Concentricity will be applied to the objects.
2.To complete the command, click Finish

Additional features for applying constraints...
The constraint Concentricity can automatically arise when constructing objects in parametric mode. For this, the Setting up the parametric mode In the list Parameterize, the Snaps option should be enabled. The constraint will appear when you divide a circle or an arc into several new arcs, for example, with the commands. truncation or clearing region.
Constraints are displayed in the graphic area in the constraint view mode. Concentricity is displayed with the symbol 
.
